Early April is another good time to visit Taiwan. You are outside of both the typhoon and rainy season, and while the temperature is hotter than November, it is still bearable.

Best time to visit Taiwan in my opinion is between middle of October to middle fo April. By late April the weather will be too hot for extended outdoor activities; by late May you will be dealing with the rainy season, and by early July you will be entering typhoon season, ahihc lasts all the way till October.

Definitly Nov. is not a raining season.

Both Nov. and Dec. are perfectly for traveling in Taipei.
