Dec ~ Feb is the winter season in Taiwan. High altitude areas are often covered in fog and visibility can be greatly reduced, sometimes to 50m or less. I visited Yang Ming Shan in March 2007. The higher altitude areas were completely blanketed in fog and could not see anything. The weather was cool.

During winter, I just go for the bus ride on YMS. I like going through the clouds :):)
I just pay the NTD15 for the trip up there without getting off (Cant see anything)
Oh no, it does looked really foggy and I am going there in March next year. Is it always this way in March? I thought it was supposed to be the flower season there???
Yang Ming Shan flower festival is held during Spring season near the flower clock which is at a low altitude area. If there is fog, the higher altitude areas will probably be completely blanketed in fog while the lower altitude areas will probably see some passing fog, clearing away in a few minutes.

The flower clock, Yang Ming Shuwu (former President Chiang Kai Shek’s office and first home) and Chungshan Building are located nearer to the YMS bus terminal as compared to the other attractions located in the inner and higher altitude areas. Low altitude areas can also be covered in fog depending on the weather but likely to clear away faster than high altitude areas.
February and March are the traditional flower season in Yang Ming Shan National Park. The dates for 2009 Flower Festival have not been announced yet.

By the way, is it difficult to move around the various tourist attractions in YMS on a weekday (Monday)? (E.g. buses are irregular, infrequent, very crowded, or tourist places are quite far from bus stops, etc etc).... We actually booked a van+driver to take us around Taiwan but am considering whether to use him for visiting YMS too because it%26#39;s not cheap (TWD6500 per day for a 9-seater van). Thinking if it%26#39;s not too difficult to tour YMS ourselves, we may not use him for that day to save some money. (i.e. may have to ask him to drop us at Beitou hotspring (near YMS) the day before, tour YMS ourselves the following day and stay at Beitou hotspring the second night before he come pick us up the next day to leave Taipei).

YMS leisure shuttle bus 108 brings you to the many attractions in YMS with 11 designated stops along the bus route. The one-day bus pass NT$60 / person (pay in cash) is a coupon for unlimited bus rides. It is available for sale at a small office at the YMS bus terminal. Check with any bus driver / staff when in doubt. The shuttle bus is a loop service to the inner areas of YMS and returns to the same bus terminal, taking about 35~40 mins. The designated stops at various places of attractions in YMS are numbered and indicated on the reverse side of the coupon. You can choose to alight at any stop along the bus route. When you re-board the next bus, just show the coupon to the bus driver. For those without coupon, pay NT$15 each time you board the bus regardless of the number of stops traveled. Most of the popular spots in YMS are within 10~30 mins’ walking distance from the bus stops. The last bus leaves the bus terminal at 1730 hrs making its final round for the day.
Both minibus S9 and 230 can be boarded from outside Beitou and Xinbeitou MRT stations. Board minibus S9 if going to Zhuzhihu (white calla lily farms). The terminal stop for minibus S9 is in Zhuzhihu, a shorter walk to the farms. The “Zhuzhihu” stop along the route of bus 108 requires about 30 mins’ walk into the side road to reach the white calla lily farms.

does this means that i should not go to YMS during this timing then?
