When roaming (mobile phone) in Taiwan

I%26#39;m not very mobile phone savvy and hardly use my phone overseas. I%26#39;m on Starhub. Can I ask those who know, when calling back to Singapore, which one do you use?

1. +65 followed by phone number or

2. *108* followed by phone number?

Which is cheaper?

What about sending home an SMS? Which do you use?

What about calling a taiwan number while there?
