Help needed for a 5 day trip to taipei!

My friend and I will be travelling to Taipei from the 21st to 25th FEB.

Anyone has any recommendation as to where we should go? We just want to stick to places near taipei itself. Wouldn%26#39;t mind taking the train to somewhere near :)

We are more into shopping, eating and relaxing. hehe

Oh and anyone has any idea whether we can get tickets to yu le bai fen bai? how?

2. The releasing of sky lanterns can only be done during the festivals or anytime also can???
